Out of this appropriation, $750,000 the first year and $750,000 the second year from nongeneral funds is included to coordinate state activities with the Annie E. Casey Foundation's grant. The purpose of this grant is to improve human services for inner city youth through a neighborhood operated system of services. The Department of Mental Health, Mental Retardation and Substance Abuse Services, in cooperation with the Departments of Education, Health, Social Services, Youth and Family Services, and Medical Assistance Services, shall implement this grant in the city of Richmond to explore options to maximize funding and improve services.
