Nothing in this act shall be deemed to override the provision of § 23-77.4 of the Code of Virginia as it may be adopted by the 1996 legislative session to delegate to the University of Virginia authority to conduct the review, administrative, and approval functions performed by certain state agencies in relation to nongeneral fund capital projects, property leases and procurement activities of the University of Virginia Medical Center.
