A. The Director of the Department of Planning and Budget is authorized to transfer appropriations from this Item to agencies and institutions to achieve the purpose of this appropriation.
B. The Director of the Department of Planning and Budget may provide a treasury loan to enable the advance funding during the first year of the biennium for any project for which funding is provided in the second year in this Item, the loan to be repaid from this appropriation in the second year of the biennium.
