A. Notwithstanding the provisions of the Workforce Transition Act of 1995, any employee who transfers from the Department of Economic Development to the Virginia Economic Development Partnership shall not be considered to be involuntarily separated from State service and therefore shall not be eligible for the severance benefits conferred by that act.
B. Out of the amounts in this item shall be provided $50,000 the first year and $50,000 the second year from the general fund for the establishment of a small business development center in Alexandria, Virginia. Funding is also provided for the establishment of a Small Business Development Center in Martinsville.
C. Out of this item $250,000 the first year and $250,000 the second year from the general fund shall be transferred to the fiscal agent for Virginia's Region 2000, to establish an Industrial/Technology Training Facility and Program and to conduct a workforce skills analysis for the area to address current and projected employment training and development needs.
