A. The Motor Vehicle Safety Inspection Program shall be maintained within the Department of State Police. The Secretaries of Transportation and Public Safety shall jointly conduct a study to identify methods for increasing program automation and reducing the administrative costs and burdens on motor vehicle owners and inspection stations. A report on this study shall be presented to the Governor, the Chairmen of the House Committees on Appropriations and Transportation and the Senate Committees on Finance and Transportation by September 1, 1996.


B. The Joint Subcommittee Studying Certain Emergency Medical Services Training and Governance Issues, continued pursuant to House Joint Resolution 139 of the 1996 Regular Session, in its review and evaluation of the Commonwealth's air medical evacuation system, shall also examine the appropriate role of public and private service providers, geographic service areas and service gaps, and potential permanent funding sources for the support of air medical evacuation services.


C. In the event that special fund revenues for this Item exceed expenditures, the balance of such revenues may be used for air medical evacuation equipment improvements or for motor vehicle replacment.
