Except as provided in § 4-7.01b., should an increase be required in the position level number for the Northern Virginia Mental Health Institute, due to agreement, litigation, or settlement with the United States Department of Justice, the Governor shall have the authority to make those increases required by said agreement, litigation, or settlement with the said United States Department of Justice. Any approval granted under this provision shall be reported in writing to the Chairmen of the House Appropriations Committee and the Senate Finance Committee, the Governor and the directors of the Department of Planning and Budget and Department of Personnel and Training within ten days of such approval.
