The Department of Game and Inland Fisheries shall improve public access for canoeing along the confluence of the Rapidan and Rappahannock Rivers near Fredericksburg and the Phelps Wildlife Management Area in Fauquier County. For this purpose, $25,000 the first year from dedicated special revenue is appropriated.
No later than December 1, 1997, the Department of Game and Inland Fisheries shall negotiate and obtain a public access agreement from the Norfolk Southern Corporation for the canoe site at Taber. In consideration therefore, the Department may extend to Norfolk Southern, in writing, the protection afforded landowners granting access across their property to historical and recreational sites pursuant to § 29-509(e), Code of Virginia.
