The Director of the Department of Personnel and Training shall develop a plan for a short-term disability insurance program for state employees. The plan should include the cost, how the program should be funded, what the program should include, and whether it should be optional or mandatory. The plan should also address the disposition of sick leave balances earned by state employees if a short term disability program is implemented. The results of this plan shall be submitted to the Governor, the Secretary of Administration, and the chairmen of the House Appropriations and Senate Finance Committees no later than October 1, 1996.
