Out of this appropriation, $435,734 in the first year and $435,734 in the second year from the general fund is provided to support a campaign finance reform package, which includes meeting the department's current transparency and enforcement obligations, and legislation under consideration by the 2022 General Assembly to create a campaign finance disclosure review process; to personal use of campaign funds; and, to require electronic filing for independent expenditures and local candidates."



Explanation

(This amendment funds the recommendations of the Joint Subcommittee on Campaign Finance Reform. The amendment includes funding to adequately support the Department of Election's current transparency and enforcement obligations, which requires $153,590 and 1 position for the agency to hire a systems developer. The remaining funding in this budget amendment provides $282,144 in each year and 2 positions for the agency to implement three bills: creating campaign finance disclosure review process legislation (House Bill 492); limiting personal use of campaign funds legislation (House Bill 973); and, requiring electronic filing for independent expenditures and local candidates (House Bill 495).)
