“3) $5,000,000 to the Department of Housing and Community Development (165) in the first year to be used to develop criteria and provide planning grants to local entities for the purpose of developing or procuring networks or network access that will provide free or low-cost high speed broadband access to low-income children and adults. The Department, in consultation with the Office of the Chief Broadband Advisor, shall use these funds to obtain expertise, develop criteria, and provide grants to help local governments and agencies plan for and procure additional federal or state funding to develop local broadband networks that will help bridge the digital divide within low-income and minority communities.”



Explanation

(This amendment provides $5.0 million in remaining federal American Rescue Plan Act funds to provide planning funds for localities to develop or procure free or low-cost high speed internet access for low-income children and adults.)
