Page 507, line 12, after "access." insert:

"Any costs resulting from the implementation of House Bill 1049 of the 2022 General Assembly Session shall be paid out of these amounts."



Explanation

(This amendment directs costs resulting from House Bill 1049 to be paid out of Paragraph I. of Item 485 in Central Accounts. As proposed in HB 30, this item includes $7,903,000 the first year and $2,903,000 the second year from the general fund to be provided to state agencies to facilitate and improve language access. House Bill 1049 establishes the Interagency Language Access Workgroup in the Office of the Director of Diversity, Equity, and Inclusion (ODEI) within the Office of the Governor. The workgroup is to maximize state policies, resources, technical assistance, and procurement practices to further language access and equity in the Commonwealth and its state agencies. The bill also requires each state agency to designate a language access coordinator who will be responsible for the agency's annual language access report and directs the Secretary of Administration to establish criteria for state agencies to procure language interpretation and translation services and to establish a policy for compensating multilingual state employees who are required as part of their job to provide interpretation, translation, or other bilingual skills at least once a month. There is a companion amendment under Item 56 to direct funding to ODEI. This is a placeholder amendment until a final fiscal impact statement is produced.)
