Explanation

(This amendment provides $30.0 million from the general fund each year to increase support for locally maintained roads. These funds shall be used to improve pavement and bridge conditions in cities and towns up to the same overall condition as VDOT maintained roads and bridges. VDOT shall prioritize these additional funds for improving local roads and bridges in the worst condition as determined by the annual assessment. This amendment is in response to the recommendation by the Joint Legislative Audit and Review Commission that additional funding is needed to improve the pavement and bridge condition of local roads. JLARC found in its November 2021 report that: "Locally maintained roads are in poorer condition than those maintained by VDOT. Only 67 percent of locally maintained primary pavements are in sufficient condition, compared with 83 percent of those maintained by VDOT. While comparable data is not available for locally maintained secondary roads, local public works staff uniformly state that their secondary roads are not in as good condition as their primary roads. JLARC also found that fiscally stressed localities had a harder time maintaining their local roads due to higher overall competing local needs with lower available revenues.)
