"Out of the amounts in this item, $600,000 in the second year from the general fund is provided for the purposes of evaluating available technologies needed to develop a secure and uniform electronic filing system for all civil and criminal filings in the Circuit Courts, General District Courts, and Juvenile and Domestic Relations District Courts of Virginia. The Executive Secretary shall develop a system with a user-centered design, integrated cybersecurity, operational efficiencies, and modern technology architecture that may include blockchain technologies and secure redundancies across the Commonwealth and on the Internet. As a part of the development process, the Executive Secretary shall develop an implementation plan that will allow for phased utilization by Virginia Courts and attorneys. The technologies that may ultimately be approved for procurement, design, and implementation will be approved by the Supreme Court of Virginia and the Office of the Executive Secretary. Prior to, during, and following the implementation of this item, the Executive Secretary will instruct all Courts to continue to allow traditional physical paper filings as to not decrease access to justice for all citizens of the Commonwealth. The use and operation of the existing Virginia Judiciary E-Filing System, Case Imaging System, and Officer of the Court Remote Access System may be incorporated, replaced, or terminated in the implementation of this item."

(This amendment provides funding from the general fund in the second year for the Office of the Supreme Court to develop a secure and uniform electronic filing system for all civil and criminal filings in Virginia's court system.)
