Page 409, after line 11, insert:

"C.1 Notwithstanding any other provision of law, there shall be established a Recycling Infrastructure Improvement Program (RIIP), a grant program within the Department of Environmental Quality, for the purpose of supporting local government recycling programs. The Department shall promulgate regulations to establish eligibility and other program requirements. Such regulations shall support local governments seeking to start or improve a recycling program. All local governments shall be restricted from discontinuing their recycling programs until after July 1, 2028. The Department shall report annually by October 1 to the Governor and Chairs of the House and Senate Agriculture, Conservation and Natural Resources Committees the status of the program including an explanation as to the structure and results of the program.

2. Included in the amounts for this item, $7,500,000 the first year and $7,500,000 the second year from the general fund is provided to support the Recycling Infrastructure Improvement Program."



Explanation

(This amendment establishes the Recycling Infrastructure Improvement Program to provide support to local government recycling programs, and provides $7.5 million from the general fund each year to support such efforts.)
