Explanation

(This amendment provides $3.6 million from the general fund each year to increase administrative and operations funding for Soil and Water Conservation Districts. This funding has not been increased in over a decade, and increased workloads related to the reduction of nonpoint source water pollution, as 76 percent of remaining nutrient reductions under the Watershed Improvement Plan must come from the agriculture sector, necessitate additional support for Soil and Water Conservation District operations.)
