"Q.1. Out of this appropriation, $23,000,000 the first year from the general fund shall be provided to  construct a new inpatient behavioral health facility with up to 72 beds in Planning District 3.  The Department of Behavioral Health and Developmental Services shall have the authority to enter into a public-private partnership with Ballad Health to construct the new facility.

2. In exchange for the state investment in the construction of a new inpatient behavioral health facility, to be completed by July 1, 2025, (i) the facility must accept high acuity short-term, non-forensic aggressive/assaultive patients, children and adolescents, geriatric, general acuity and dual-diagnosed patients with substance abuse disorders; and (ii) the Department must enter into an agreement of no less than 10 years with the hospital system outlining the number of patient-days and patient acuity levels allocated for the Commonwealth's use.

3. The Commonwealth will enter into a separate agreement with the health system to address the reimbursement method and levels to treat such patients. Such agreements must be provided to the Chairs  of the House Appropriations and Senate Finance and Appropriations Committees prior to their execution. No funds will be authorized for disbursement until such agreement is executed by the Department."



Explanation

(This amendment provides authority for the Department of Behavioral Health and Developmental Services to enter into a public-private partnership with Ballad Health to construct a new inpatient behavioral health facility with up to 72 beds in Planning District 3. The department is allocated up to $23.0 general fund to contract with the hospital system for this purpose to provide access to a portion of the facility by the Commonwealth to alleviate overcrowding in existing state-run behavioral health facilities. Language also sets out parameters of the agreement related to admissions and reimbursement for services.)
