R. Out of this appropriation, $2,500,000 the first year and $2,500,000 the second year from the general fund shall be provided to expand the Northwestern Crisis Intervention Team Assessment Center space and provide services 24 hours per day, seven days per week."



Explanation

(This amendment provides a total of $10.0 million each year from the general fund for the expansion behavioral health services in Northwestern Virginia. Of this amount $5.0 million each year from the general fund would be used to establish a Behavioral Health Urgent Care Center through a contract with Valley Health and $2.5 million each year from the general fund would be used to expand the Northwestern Crisis Intervention Team Assessment Center (CITAC). The CITAC, located at the Winchester Medical Center, provides a safe space necessary for oversight of patients having a mental health crisis while also keeping these patients out of the emergency department. This request would expand space and services to include adolescents and ensure sufficient law enforcement and staff coverage at the center 24 hours per day, seven days a week.)
