"PPPP.  The Department of Medical Assistance Services shall shall increase reimbursement rates for Licensed Midwives (LMs) to achieve parity with Certified Nurse Midwives and Certified Midwives."



Explanation

(This amendment includes $83,700 from the general fund and $83,700 in matching federal Medicaid funds each year and language to require the Department of Medical Assistance Services to increase reimbursement rates for License Midwives (LM) so they are equal to that of Certified Nurse Midwives and Certified Midwives. Currently, LMs are reimbursed at 75% of the rate as other midwives, while billing for identical Current Procedural Terminology (CPT) Codes. In 2020, LMs billed Medicaid for 279 clients, 120 of whom were women of color and 122 of whom live in rural regions of Virginia. The total fiscal impact of the parity increase will be $167,400 (calculated on $2,400 per family unit for 279 clients).
