Page 340, after line 10, insert:

"PPPP. The Department of Medical Assistance Services shall develop and seek approval for a 1915(i) state plan amendment from the United States Department of Health and Human Services to authorize the Commonwealth to cover specific home and community based services for older Virginians who fall outside of current Medicaid waiver eligibility requirements. The plan shall include the eligibility criteria, services provided, utilization limits, and estimated cost of the program. The plan shall be submitted to the Chairs of the House Appropriations and Senate Finance and Appropriations Committees, and the Joint Commission on Health Care no later than October 1, 2022."



Explanation

(This amendment adds language to require the Department of Medical Assistance Services to seek federal approval to develop a Medicaid State Plan Amendment to cover specific home and community based services for older Virginians who are currently not eligible for Medicaid waiver services. A recent report by the Joint Commission on Health Care found that a growing number of older Virginians are in need of these services, but do not meet the stricter eligibility requirements to obtain a broader array of community based services offered through Medicaid waiver programs. This is a recommendation of the Joint Commission on Health Care.)
