"E. The Department of Planning and Budget shall certify that each executive branch agency and local government directly receiving federal pandemic relief, economic stimulus grants, or loans uses a portion of the funds allocated to engage an independent third-party firm to perform a risk assessment over the agency's controls in administering the program and audit the disbursement of the funds. Each agency or local government shall issue a request for proposal to contract with an independent third-party for risk assessments and/or implementation of internal controls related to these federal funds. The Department of Planning and Budget shall compile the findings and provide a report to the Governor, Chair of the House Appropriations Committee and Chair of the Senate Finance and Appropriations Committee by November 1 of each year."



Explanation

(This amendment provides funding from the nongeneral fund and a position for the Department of Planning and Budget to oversee the proper use and audit of federal relief dollars. The department will be responsible for certifying that the provision set out in the language has been met, for compiling the results, and for reporting to the Governor and respective Chairs of the House Appropriations and Senate Finance and Appropriations Committees. This is a placeholder amendment until a final fiscal impact statement is produced.)
