Explanation

(This amendment provides $168.3 million the first year and $288.8 million the second year from the general fund to implement the Standards of Quality as prescribed by the Board of Education in October 2021, and embodied in House Bill 1135. The introduced budget includes proposals for $235.5 million the first year and $116.3 million the second year from the general fund to (i) increase the number of English learner teachers, (ii) increase the At-Risk Add-On, and (iii) expand Early Reading Intervention funding to include fourth and fifth grades, which in part are also included in House Bill 1135. This amendment is net of such proposals.)
