"R.1 There is hereby created in the state treasury a special nonreverting fund to be known as the Virginia Mass Violence Care Fund. The Fund shall be stablished on the books of the comptroller. All revenues to the Fund, all funds appropriated to the Fund, and any gifts, donations, grants, bequests, and other funds received on its behalf shall be paid into the state treasury and credited to the Fund. Interest earned on moneys in the Fund shall remain in the Fund and be credited to it. Any moneys remaining in the Fund, including interest thereon, at the end of each fiscal year shall not revert to the general fund but shall remain in the Fund. Moneys in the fund shall be used solely to provide assistance to the victims of mass violence in Virginia, to include but not be limited to their out-of-pocket expenses not covered by insurance, and begin three years after the mass violence event and remain in perpetuity. Expenditures and disbursements from the Fund shall be made by the State Treasurer on warrants issued by the Comptroller upon written request signed by the Director, Department of Criminal Justice Services or his designee.

2. Included in the appropriation for this item is $10,000,000 the first year from the general fund to be deposited in the Virginia Mass Violence Care Fund."



Explanation

(This amendment establishes the Virginia Mass Violence Care fund to provide assistance to victims of mass violence events in Virginia, and provides $10.0 million from the general fund in fiscal year 2023 to be deposited in the Fund.)
