"S.1. Out of this appropriation, $2,500,000 the second year from the general fund is provided for the Office of Education and Labor Market Alignment (the Office) in the Virginia Economic Development Partnership Authority established by § 2.2-2238, Code of Virginia to support and provide talent pathways planning grants for regional industry clusters to certified regional councils established by § 2.2-2488, Code of Virginia. The Office shall coordinate this effort with the Virginia Initiative for Growth and Opportunity Board established by § 2.2-2485, Code of Virginia.

2. These planning grants shall support analysis on the skills and training including those provided through high school career and technical education, credentials, certifications, apprenticeships, internships, and other degree and non-degree programs needed for Virginians to fill jobs available in certified regional council areas. The Office of Education and Labor Market Alignment shall administer this program and provide analytical support to regional councils in completing skills gap analyses. Regional councils shall provide quantitative and qualitative information on current and future needs of regional businesses within the industry clusters that are the subject of a planning grant provided by this paragraph to the Office. This planning grant program shall last no longer than a year from its start date.

3. The Office of Education and Labor Market Alignment may use up to ten percent of the funds provided in this paragraph for program administration and analytical support.

4. Any funds remaining at the end of the fiscal year shall be carried forward into the next fiscal year by the Virginia Economic Development Partnership Authority for the purposes described in paragraph S."



Explanation

(This amendment provides $2.5 million in the second year from the general fund for the Virginia Office of Education Economics to provide planning grants and analytical support to GO Virginia regions in developing workforce skills gap analysis. A companion amendment to Item 115 in House Bill 30 provides implementation funding. A companion amendment to House Bill 29 provides funding for this initiative from available Virginia Growth and Opportunity funds.)
