Explanation

(This amendment adds $3.8 million from the general fund the second year and $391,200 from from the Temporary Assistance to Needy Families block grant to provide Kinship foster care support payments to Virginia residents to support foster care of kinship children. This benefit would only be available to individuals who take in a relative for foster care, who is a minor child and when the foster parents are on Social Security, Social Security Disability Insurance (SSDI) or Social Security Income (SSI). These individuals, who are now becoming foster parents, are already on a fixed income and may not have planned for raising children in their original retirement planning. This will provide additional financial support to help provide these children with a loving environment from a relative.)
