"3-6.07 EMERGENCY SERVICES SEARCH AND RESCUE FUND
1. There is hereby created in the State Treasury a special nonreverting fund to be known as the Emergency Services Search and Rescue Fund, referred to in this section as "the Fund."  The Fund shall be established on the books of the Comptroller.  All monies required to be paid into the Fund pursuant to Section 58.1-4020 and such other amounts as may be appropriated by the General Assembly to the Fund shall be paid into the state treasury and credited to the Fund.  Interest earned on moneys in the Fund shall remain in the Fund and be credited to it.  Any moneys remaining in the Fund, including interest thereon, at the end of each fiscal year shall not revert to the general fund but shall remain in the Fund.  Moneys in the Fund shall be used solely for the purposes of search and rescue efforts, including costs of Department of Emergency Management search and rescue coordinators and related administrative costs.  Expenditures and disbursements from the Fund shall be made by the State Treasurer on warrants issued by the Comptroller upon written request signed by the Coordinator of Emergency Management.
2. The first $750,000 in State Lottery prizes deemed forfeited in each fiscal year shall be paid into the Emergency Services Search and Rescue Fund established under this section with any remaining prizes deemed forfeited in each year paid into the Literary Fund."


Explanation
(This amendment provides $750,000 the second year from the Emergency Services Search and Rescue Fund for the purpose of improving search and rescue efforts, including costs of the search and rescue coordinators in the Department of Emergency Management and related administrative costs. The source of the nongeneral funds is the first $750,000 of unclaimed lottery prizes.)
