Page 327, following line 40, insert:
"I. The Department shall form a committee of stakeholders to include representatives from the Virginia Environmental Business Association who provide services and remediation work to owners of leaking petroleum storage tanks, the Virginia Petroleum Convenience and Grocery Association, representatives from the banking and real estate industries, and a representative form any financial services company that holds $5,000,000 or more of the approved by unpaid Virginia Petroleum Storage Tank Fund claims.The stakeholder committee, working with staff of the Department, shall review the Department's present and proposed guidance governing the cleanup of petroleum releases. The review shall determine: a) if DEQ's present guidance is being applied uniformly by the DEQ regional offices, b) if DEQ's present and proposed guidance is in harmony with Virginia regulations to protect groundwater and DEQs technical regulations regarding petroleum clean-ups, c) if it is warranted to move the petroleum program from DEQ's water protection program to DEQ's land protection program, and d) such other items relating to the petroleum program that the committee or the Department shall deem pertinent, including i) whether deductibles for homeowners should be raised from the present $500; and ii) whether the Virginia Petroleum Storage Tank Fund has adequate capitalization to withstand fund transfers to the general fund.  Not later than November 30, 2015, the Department shall submit a report, including any recommendations of the committee, to the Chairmen of the House Committee on Appropriations and the Senate Committee on Finance."


Explanation
(This amendment eliminates the Governor's proposed $2,000 increase in the deductible paid by home and business owners for eligibility from the Underground Storage Tank Fund. A companion amendment to Part 3-1.01 eliminates the proposed transfer of $2.4 million in program balances to the general fund.)
