Explanation
(This amendment provides $75,000 general fund each year to support Crisis Link activities that are part of Psychiatric Rehabilitation Services, Inc. to expand texting capabilities as part of a state-wide Hotline. Youth between the ages of 14-21 have a higher rate of texting as a means of communicating with Crisis Link counselors. Texting requires more conversation time; counselors may speak with four separate people on the phone in the same time it takes to text one person.)
