"N. Funds deposited into the trust fund from the sale of property at state-owned intellectual disability facilities and attendant agency cost savings shall be used exclusively to strengthen and enhance community-based  services to individuals with intellectual and developmental disabilities.
O. Operational cost savings associated with the provision of Intellectual and Developmental Disability Waiver services shall be transferred to the trust fund beginning  July 1, 2015, and shall be used exclusively to strengthen and enhance community-based  services for individuals with intellectual and developmental  disabilities.
P.  Out of this appropriation,  the department is authorized to spend up to $30,000,000 nongeneral fund from the trust fund to facilitate restructuring  the Intellectual and Developmental Disability service system in order to promote cost- efficiency and community integration. The Commissioner shall ensure mechanisms  are in place to address barriers to placement in the community and initiate broader systems changes across CSB jurisdictions."


Explanation
(This amendment reverses the action taken in the 2014 Special Session that transferred $5.4 million from the DBHDS Trust Fund to the General Fund in order to offset the budget shortfall. The amendment also adds budget language directing the Department of Behavioral Health and Developmental Services to deposit the proceeds of the sale of surplus land at state-owned behavioral health and intellectual disability facilities into the revolving trust fund. Costs savings generated in the agency related to the provision of intellectual and developmental disability services shall also be deposited into the trust fund. Lastly, the department is authorized to expend up to $30 million from the trust fund to facilitate restructuring of the Intellectual and Developmental Disabilities service system in order to promote cost-efficiency and community integration.)
