"OOOO.  The Department of Medical Assistance Services shall amend the State Plan for Medical Assistance Services to establish a process through which eligible individuals who were in foster care upon turning the age of 18 shall, at the time of their 18th birthday or immediately upon exiting the foster care system, be automatically enrolled to receive Medicaid benefits up until the age of 26 as required in § 1902(a)(10)(A)(i)(IX) of the federal Social Security Act (42 U.S.C. § 1396a(a)(10)(A)(i)(IX) without any interruption in coverage and without requiring a new application.  The department shall develop this process, in cooperation with the Department of Social Services.  The process shall be implemented within 120 days of the effective approval date by the federal Centers for Medicare and Medicaid."


Explanation
(This amendment requires the Department of Medical Assistance Services to develop and implement a process to automatically enroll former foster care children in Medicaid at the time that they turn 18 or exit the foster care system. Funding of $45,000 from the general fund is provided as the general fund match for the information technology costs of building the auto-enroll process into data systems for determining eligibility.)
