"OOOO. Out of this appropriation, $3,800,000 the second year from the general fund and $3,800,000 the second year from federal funds shall be used to establish waiver rates aligned with the existing regional rate setting protocol used in Northern Virginia that meets the unique market-based costs in the region, effective July 1, 2015. Current regional rates are vetted by local government entities in the region and meet the cost of delivering person­centered services for individuals with complex medical and behavioral support needs. Local community services boards shall include Arlington, Alexandria, Fairfax-Falls Church, Prince William and Loudoun. The department shall have the authority to implement the necessary changes upon federal approval and prior to the completion of any regulatory process undertaken in order to effect such changes.


Explanation
(This amendment provides funding to increase reimbursement rates for Medicaid ID/DD waiver services in Northern Virginia to match the current regional rate setting protocol used in Northern Virginia. Current regional rates are vetted by local government entities and have been in use for many years. The current regional rates address a Northern Virginia provider's ability to hire and retain a reliable and qualified work force to meet the health and safety, as well as, the significant behavioral and complex medical needs of individuals receiving services under the ID/DD waiver in the region. Adoption of these rates will help eliminate the numerous barriers identified in the U.S. DOJ Settlement Agreement for the Northern Virginia Region.)
