"T. Out of this appropriation, $400,000 the second year from the general fund is provided for the Department of Health to establish a Community Health Center Development and Expansion Grant Program.   The purpose of this grant program is to assist community health centers with cultural competency training, community outreach, renovations and capital improvement expenditures.  Any grants awarded by the program shall be matched with non-state funding in order to qualify.  The Department of Health shall establish the criteria to determine qualifications for the grant, which shall include that the center is a Federally Qualified Health Center and that the center or centers can demonstrate a priority on providing health care to minority populations.  In addition, the department shall establish necessary reporting requirements to ensure the grants are used appropriately.”


Explanation
(This amendment provides $400,000 general fund in fiscal year 2016 to create a matching grant program for Community Health Centers in the Commonwealth to expand access to primary health care for underserved individuals especially in minority communities. The grants would assist community health centers with cultural competency training, community outreach and capital improvement funds.)
