Explanation
(This amendment eliminates language which provides any authority for the expansion of the Medicaid program to implement coverage to newly eligible individuals with incomes up to 138 percent of the federal poverty level pursuant to the federal Patient Protection and Affordable Care Act (ACA). Language is added to clarify that any pilot programs implemented to test innovative models for the delivery of Medicaid services shall not include a plan to expand Medicaid to newly eligible individuals with incomes up to 138 percent of the federal poverty level pursuant to the federal ACA. Language vetoed by the Governor on June 21, 2014 related to approval of the Medicaid Innovation and Reform Commission to expand Medicaid has also been eliminated.)
