Explanation
(This amendment eliminates language which provides authority for the expansion of the Medicaid program to implement coverage to newly eligible individuals with incomes up to 138 percent of the federal poverty level pursuant to the federal Patient Protection and Affordable Care Act (ACA). Language is restored which was eliminated in the introduced budget which prohibits funds to be used to expand Medicaid under the ACA unless included in an appropriation bill adopted by the General Assembly on or after July 1, 2014. Also, the amendment restores language eliminated in the introduced bill to require the Department of Medical Assistance Services to provide a report to the Medicaid Innovation and Reform Commission on Medicaid reforms required in the Appropriations Act. Finally, language is eliminated which would have allowed any savings attributable to Medicaid expansion which are deposited into the Virginia Health Reform and Innovation to be used as payments to the Rainy Day Fund to help meet mandatory deposit requirements.)
