Page 53, following line 45, insert:
"J.1. The Compensation Board shall fund a career development program for Clerks of the Circuit Courts to be developed by the National Center for State Courts.  The criteria for the program shall include initial and continuing education requirements for Clerks, the adoption of certain written administrative and human resource management policies, and performance standards for each major duty of the office, and any other matters deemed relevant by the National Center for State Courts.  Beginning on July 1, 2005, the Compensation Board shall transfer funds out of the Technology Trust Fund for the purpose of providing funds for clerks to obtain certification as a "Professional Court Executive" based on criteria developed by the National Center for State Courts and approved by the Compensation Board.
2. Any Clerk of the Circuit Court who desires for the Deputy Circuit Court Clerks in his or her office to participate in the career development program developed pursuant to this language, may request funding from the Compensation Board, in addition to the Clerk, to obtain certification as a "Certified Deputy Court Clerk", to the extent that funding is available.
3. The Compensation Board shall submit the Career Development program developed by the National Center for State Courts for the Clerks of the Circuit Courts to the Governor and the Chairmen of the House Appropriations and Senate Finance Committees no later than November 15, 2005."

(This amendment requires the Compensation Board to develop a career development plan for Clerks of the Circuit Courts.)
