"O.  The Department of Mental Health, Mental Retardation, and Substance Abuse Services shall create model programs in Richmond and Norfolk to provide former offenders with an appropriate level of mental health support services upon their release from prison, in order to reduce recidivist criminal behavior and incarceration, avoid state psychiatric hospitalization, and successfully engage/maintain target individuals in treatment/vocation and employment services."


Explanation
(This amendment provides funding for demonstration projects in Richmond and Norfolk for individuals transitioning from state prison facilities with serious mental illness as defined in the September 2004 DMHMRSAS/DOC/CSB-BHA Memorandum of Agreement. This is a recommendation of the Joint Commission on Health Care.)
