"B.  Out of this appropriation, $1,000,000 the second year is provided from the general fund to partially restore previous general fund budget reductions and to provide the purchase of additional electronic databases developed for use by elementary and secondary school students that can be accessed through the Find It Virginia web site.  As part of the "Infopowering the Commonwealth" initiative, the web site provides daily, 24-hour access to students with library cards from their home, school, or public library computer at no cost."
