Page 16, after line 29, insert:
"E.  JLARC shall complete a comprehensive study of recent efforts to reform Virginia's Medicaid program and restrain the rising cost of Medicaid-funded services.  The study shall detail recent cost-saving strategies implemented in Virginia, compare the Commonwealth's efforts with successful and unsuccessful initiatives enacted in other states, and provide recommendations about future cost-savings strategies that the General Assembly should consider.  The scope of the study should include but not be limited to strategies designed to reform long term care, target services for the sickest recipients, emphasize disease prevention activities, reduce prescription drug costs, curtail fraud and abuse, expand the use of electronic record-keeping, leverage additional federal funding and flexibility, and ensure that Medicaid is the payer of last resort."

(This amendment requires the Joint Legislative Audit and Review Commission to do a comprehensive study of Virginia's Medicaid program, analyze recent Medicaid cost-savings initiatives, compare the Commonwealth's initiatives to other states, and recommend strategies to implement further reforms.)
