Explanation
(This amendment increases the At-Risk Add-On payments by 1) applying a flat 20 percent local match for all school divisions instead of the current policy of applying the composite index of local ability-to-pay to determine state and local shares, and 2) changing the scale from 2-12 percent to 3-15 percent in additional basic aid based on the school division's percentage of students eligible for free lunch.)
