Explanation
(This amendment adds $36.4 million the second year to fund the state's share of a salary increase, including the associated fringe benefit costs, equivalent to 5.0 percent for public school employees funded through the SOQ and other state-funded accounts effective December 1, 2005. This reflects the incremental cost above the $54.8 million in the introduced budget for a salary increase equivalent to 3.0 percent. The amendment also adds language stating that achieving the national average teacher salary is the State's policy goal for Virginia. As of the 2003-04 school year, the average teacher salary in Virginia was 6.2 percent below the national average of $46,826. For the 2004-05 school year, it is estimated based on local budget actions that the average teacher salary in Virginia will increase 4.8 percent.
