Explanation(This amendment establishes a sum sufficient nongeneral fund appropriation under which the institution can initiate "unforeseen" capital projects without first seeking approval from the General Assembly. A companion amendment in Part IV, § 4-4.01, sets forth the conditions under which the institution can use this appropriation. This language is the result of work by the Joint Subcommittee Studying the Relationship Between the State and Its Higher Education Institutions and is consistent with the decentralization efforts contained in House Bill 2866/Senate Bill 1327, 2005 Session.)
