Page 488, after line 15, insert:
The Governor is authorized to request federal funds to expand the capacity of the Sitter-Barefoot Veterans' Care Center located in Richmond, Virginia, by an additional 80 beds.  After the United States Department of Veterans Affairs has confirmed that it has officially accepted the application of the 80-bed expansion, the State Treasurer shall advance a loan of $2,800,000 to the Department of Veterans Services for the state share of the expansion's construction in the form of a short-term treasury loan, with no interest.  The purpose of these funds shall be to move Virginia forward on the priority list of the United States Department of Veterans Affairs for approval of the application."

Explanation
(This amendment authorizes the Governor to submit a request for federal funds in support of adding an additional 80 beds to the new Veterans' Care Center. The total cost of adding the 80 beds is estimated at $8 million, of which the state share is $2.8 million. The amendment provides for a treasury loan of $2.8 million for the state share in order to move the project forward without delay.)
