Explanation
(This amendment provides $50,000 from the general fund in the first year to fund programs to develop early detection and monitoring tools and/or research for fungicide efficacy for Asian soybean rust. Soybean rust was identified in Louisiana in December, and if it reaches Virginia it has the potential to destroy the Commonwealth's soybean crops.)
