Explanation(This amendment establishes a sum sufficient nongeneral fund appropriation under which institutions can initiate "unforeseen" capital projects without first seeking approval from the General Assembly. A companion amendment, Item 4-4.01 #2s, sets forth the conditions under which the institution can use this appropriation. This language is the result of work by the joint subcommittee studying the relationship between the state and its higher education institutions and is contingent upon the passage of Senate Bill 1327.)
