"The Department of General Services shall prepare and release a plan to the Chairmen of the Senate Finance Committee and the House Appropriations Committee on or before December 1, 2005, on the feasibility of entering into a public-private partnership to construct an addition to the existing parking deck at 9th and Franklin Streets.  Such plan shall include, but not be limited to, the feasibility of entering into a comprehensive agreement with a private entity for such addition pursuant to the Public-Private education Facilities and Infrastructure Act of 2002 (56-575.1 et seq. of the Code of Virginia)."

Explanation
(This amendment requires the Department of General Services to prepare a plan for a public-private partnership to build an addition on top of the parking deck located at 9th and Franklin streets in Richmond.)
