Page 540, following line 55, insert:
"B. The Director of the Department of Planning and budget shall develop criteria for ranking the priority of capital projects to receive supplemental funding from this item.  Such criteria shall give first priority to life safety, and shall also include, but not be limited to, the continued operation of current facilities and program.  The Director shall report his criteria to the Chairmen of the House Appropriations and Senate Finance Committees by June 1, 2005.  Allocations of funds from this item shall be reported to  the Chairmen of the House Appropriations and Senate Finance Committees quarterly beginning on July 1, 2005.

(This amendment requires the development of criteria for allocation of supplemental funding for capital projects.)
