This project will be paid from the State Insurance Reserve Trust Fund, and all insurance reimbursements paid to the Commonwealth as a result of the insured damages to these structures shall be deposited into the State Insurance Reserve Trust Fund. All state agencies associated with this project shall cooperate to the fullest extent with the Department during the planning and construction phases of the project. The project is to be completed on or before June 30, 2008. Planning and design shall be initiated in FY 2005. The State Treasurer is authorized to issue a no-interest treasury loan for the project in anticipation of the state receiving the insurance proceeds."
