"d)  Effective July 1, 2005, new awards for non-Virginia graduate students shall be made entirely through the use of nongeneral funds.  An institution may use general fund appropriations only to continue awards for non-resident students who have received an award prior to July 1, 2005 and are in the process of completing their degree requirements.".

Explanation
(This amendment requires that institutions of higher education allocate graduate aid awards supported from the general fund to Virginia students only. Currently, Virginia's public colleges and universities award, on average, 40 percent of their general fund appropriations for graduate aid -- or about $4.4 million GF annually -- to out-of-state students. This language allows institutions to continue funding out-of-state students already receiving an award but requires all future awards be dedicated to Virginia students.)
