Page 373, after line 17, insert:
"H.  Out of the appropriation for this Item, $106,000 the second year from the general fund shall be used to support citizen water quality monitoring efforts."

(This amendment provides $106,000 GF to restore the citizen water quality monitoring program. In 2004, only 23.0 percent of rivers and streams in Virginia were scientifically assessed, although state law requires waters to be assessed for attainment of state water quality standards. The information is also used by the Total Maximum Daily Load (TMDL) Program to assist with pollution source identification. Citizen monitoring is the least costly way to increase water quality monitoring.)
