"The Department shall develop a process for filing Title IV-E claims effective immediately upon a decision by the federal government to resume reimbursing localities for allowable claims.  As part of this process, the Department shall ensure the criteria for determining Title IV-E eligibility is set to be the most advantageous to local sites."
Page 346, after line 6, insert:
"2.  Out of this appropriation, $750,000 from the general fund the second year is to provide one-time funding for Healthy Families projects that have not received reimbursement for allowable Title IV-E claims.  In the event the federal government begins processing allowable claims, this appropriation shall be used to enhance child welfare services pursuant to the federally-required Performance Improvement Plan."


Explanation
(This amendment provides one-time funding of $750,000 GF the second year for Healthy Families projects to address a projected shortfall in funding of more than $1.8 million from federal Title IV-E matching reimbursements due to a delay in the processing of payments from the federal government and a change in the eligibility requirements for these matching funds. Language is added directing the Department of Social Services to process local Title IV-E claims for Healthy Families as soon as the federal government resumes reimbursing localities for allowable costs.)
