A. Out of this appropriation, $585,381 the first year and $535,381 $585,381 the second year from the general fund shall be provided for placement and restoration services for juveniles found to be incompetent to stand trial pursuant to Title 16.1, Chapter 11, Article 18, Code of Virginia.
B. The Department of Mental Health, Mental Retardation and Substance Abuse Services shall ensure appropriate and medically necessary access to new atypical, antipsychotic medications funded in this item.
C. Out of this appropriation, the expenditure of $3,593,333 the first year and $5,390,000 the second year from the general fund is for 77 individualized mental health discharge assistance plans.
D. Out of this appropriation, the expenditure of $1,000,000 the first year and $1,000,000 the second year from the general fund is for increased mental health inpatient treatment purchased in community hospitals.
E. Out of this Item, $1,291,000 the first year shall be provided from the general fund for start-up funding for the establishment of community residential services to support the Mental Retardation Home and Community Based Waiver. The Department of Mental Health, Mental Retardation and Substance Abuse Services shall manage the distribution of these funds to community services boards to support public and private sector implementation of residential plans for individuals enrolled for services under the expanded community or facility waivers. These funds may be used for, but are not limited to, group home furnishings, initial transportation costs, trial visitations, and group home staff training. Any balances for the purposes specified in this paragraph which are unexpended at the close of business on June 30, 2005, shall not revert to the general fund, but shall be carried forward and reappropriated. The department shall provide quarterly reports detailing the expenditure of these funds to the Chairmen of the House Appropriations and Senate Finance Committees and the Director, Department of Planning and Budget.
F. Out of this Item, $150,000 the second year from the general fund shall be provided for Celebrating Special Children to improve access to resource information for families of children with special needs in the Commonwealth.
